With College & Career Access Pathway (CCAP) partnerships, we have started leveraging dual enrollment as a way to support and create opportunity for student who haven’t been thinking of themselves as college students or students in populations which are currently under-represented in higher education. Race is one component and many more populations that are currently under-served could also benefit from dual enrollment. Learn more about the legislation and ed code here.
- The Dual Enrollment Playbook: A Guide to Equitable Acceleration for Students (2020) The Aspen Institute and Community College Research Center has created a playbook that identifies five principles and the supporting strategies and practices through which community colleges and K-12 leaders can advance equity in high-quality dual enrollment and developed equity tools for assessing equitable practices at community colleges and high schools.
- Leading With Equity in Dual Enrollment (Aspen Institute Webinar) Achieving the Dream President and CEO Dr. Karen A. Stout was joined by college leaders who have prioritized equity in their dual enrollment programs. The authors of The Dual Enrollment Playbook also discussed the leadership strategies that increase equity in dual enrollment.
- A Guide to Launching and Expanding Dual Enrollment Programs for Historically Underserved Students in California (2014 from RP Group) This guide is designed to offer insights into and highlight resources and tools for those programs serving URM populations
- Dual Enrollment for Students from Special Populations: Improving College Transitions for English Learners, Students with Disabilities, Foster Youth, and Young People Experiencing Homelessness (2021 from JFF) Explores gaps in college readiness for multiple groups who may benefit from dual enrollment.

- Rethinking Dual Enrollment to Reach More Students (2018) Discusses state approaches that systematically broaden dual enrollment access and provide pre-collegiate experiences to middle- and lower-achieving students.
- Jumpstart: Setting Goals to Drive Equitable Dual Enrollment Participation in California’s Community Colleges (Updated May 2022 from EdTrust West): The report analyzes data from the community colleges across the state to see if we’re equitably serving Black, Native, and Latinx students through dual enrollment and finds that we are not yet doing so, and outlines a policy and practice agenda that K-12 and community college leaders can implement to jumpstart efforts for more equitable dual enrollment practices. The accompanying data tool visually represents the levels of racial equity in dual enrollment across CA’s high school and community college districts. This is a great tool for local education leaders to evaluate the level of racial representation in their dual enrollment programs.
- A Leg Up on College: The Scale & Distribution of Community College Participation Among California High School Students (2020) & Rising the Tide (follow-up) (Wheelhouse, PACE and the CA EdLab) Provides insight into equity gaps that currently exist in California.

- Rising Scholars Network AB 417 authorized the Chancellor Office of the California Community Colleges to establish this program to enter into agreements with up to 50 community colleges to provide additional funds for services in support of postsecondary education for justice-involved students. The website provides resources and information that will help inform programs serving this population.
- Underground Scholars Language Guide Provides guidance on humanizing language to use when discussing individual or group identities and experiences in work with individuals involved in the carceral system.
Students with disabilities are an essential population served by community colleges. These students can also benefit from a well designed dual enrollment program with appropriate supports.
- California Alternative Pathways to a High School Diploma Workgroup Report Provides workgroup findings regarding existing and potential additional pathways to a high school diploma for students with disabilities. The report could be used to inform development of pathways that meet the needs of this student group.
- Unlocking Potential: A State Policy Roadmap for Equity and Quality in College in High School Programs for Students With Disabilities (2021) College in High School Alliance brings together context for how to being intentional about closing equity gaps, accurately measuring them and how to create accountability to close the gaps.
- Dual Enrollment for Foster Youth: Toward Effective Practice (February 2022 from CLP) Lessons learned from a 16-month pilot project with three sites across California (the San Francisco Bay Area, Greater Los Angeles, and the Inland Empire ) to explore what it might take to support foster youth in dual enrollment.
- Designing Dual Enrollment to Reach English Learners (December 2020 from JFF) Provides a portrait of English language learners in California. Shares promising practices that would support dual enrollment with this population.
